Annual
Lot Owners Meeting
Minutes
Sept.
13,
2025
New
Beach Association, Inc. (Woodland
Beach)
President, Linda Gagne
called the meeting to order at 10am. She asked that all cell phones
be silenced and for everyone to stand for the Pledge of Allegiance.
Roll Call was taken by
Secretary Pam Maser and present were President Linda Gagne,
Vice-President Daniel Achauer, Treasurer Bev Betts, Trustee Bobby
Carter was absent.
Linda asked each candidate
running for trustee if they wanted to make a statement about
themselves before voting. Candidates were Scott Gates, Frank
Burlew, David Jewell and Al Metdepenningen. There are two trustee
positions open.
Larry Smith from the
Frenchtown Resort District Authority was present at our meeting to
discuss the millage renewal that will be on the November 4, 2025
ballot. The RDA takes care of our roads, tree removal, reimburses
snow plow removal costs and they installed our sea walls and
drains. All money from the millage goes directly to the RDA
district. Detroit Edison pays a millage towards this also.
Kyle Bryant, our Frenchtown
Township clerk was also in attendance at our meeting to discuss the
property where the old River Raisin Golf course was. The township
has plans to purchase it from ProMedica (the current owner) and have
future plans for green space there with access to State Park and
frontage for a possible commercial data processing center and store
fronts. He indicated public meetings will be held on this before the
plans proceed.
Linda read the minutes from
September 14, 2024 and asked for a motion to approve. Denise Vore
made the motion to accept and Al Metdepenningen seconded the motion
and all approved and the motion carried.
Linda asked for motion to
accept financial report from May 31, 2024 to May 31, 2025 and Denise
Vore made the motion to accept and Al Metdepenningen seconded the
motion and all approved and the motion carried.
Unfinished Business
We continue to get
some delinquent accounts paid and will continue to place liens on
any that become delinquent.
David Jewell is our blight
person and is doing a good job. Anyone can turn in blight problems
to the township.
Volunteer day was held in
May with about 18 residents present. The beach and playground were
cleaned up, graffiti removed from the break wall and slide and also
flowers were planted. The slide was repaired by Randy Maser.
We still have tree stumps
and trimming to be done. The RDA has approved the hiring of more
tree services so we should see work done soon. A complaint was made
about bushes hindering sight onto Dixie at Elmwood. Linda will look
into this and file a complaint if necessary.
New Business
We planted two trees this
year, a Maple and an Oak. Pam and Al Metdepenningen donated and
planted a tree in memory of Pam's mother.
We have tried various ways
of dealing with our geese problem. The DNR suggested growing a strip
of grass about 2 feet and we also put out pots with spinners and
flags in them.
The sheriff had to
temporarily suspend officers off the RDA payroll because of lack of
sufficient amount of deputies. Our calls will still be answered but
we might experience a little longer response time.
The Resort officers will be
established again when deputies are available.
The Boulevard entrance
landscaping has been removed and totally redone with rocks and
ornamental grasses.
Linda asked the appointed
volunteers to please count the votes. The volunteer vote counters
were, Linda Younglove, Robin Awishes and Greta Beaubien. The
election results are: Scott Gates 0, Frank Burlew 17, David Jewell
61 and Al Metdepenningen 65.
Open Discussion
Dave Mullendore asked if we
could possibly cut up the logs on the beach to prevent fires against
the break walls. Al Metdepenningen will try to get rid of them.
MaryAnne Loop asked about putting the guard rails back up as she
doesn't care for what we now have in place. There are no plans to
replace them at this time.
Discussion was held on golf
carts and allowing young children to drive them. We do allow them on
the hill in the park as many people use out of necessity. The
township has made them legal on the streets.
Mary Anne Loop disapproves
of us renting a tent for the meetings. It is what the board has
decided to do each year and has worked well the past few years.
Mary Anne Loop asked for a
motion to have a ballot vote next year to change the way we vote
from one vote for each lot owned to one vote per lot owner. Frank
Burlew seconded the motion. Three approved and 16
disapproved. Motion failed.
Linda thanked the volunteer
election vote counters and she thanked Dan Achauer for his years
served on the board. We also want to thank Bobby Carter for the many
years he spent on the board.
Pam Metdepenningen made a
motion to adjourn and Greta Beaubien seconded. The meeting adjourned
at 11:11am.
